Noted events in his life were:
• About 1899, he emigrated from New Zealand with his mother, brother and sister to India.
• Samuel graduated with a degree of Bachelor of Philosophy from Yale, in June 1908. He worked as a waiter to get himself through school.
Mr. S. L. De- Carteret, younger eon of the late Mr. S. J. De Carteret, of Remueni, graduated on June 24 with the degree of bachelor of philosophy at Yale University, U.S.A. Mr. De Carteret, who is only 22 years of age, hae secured an appointment with a British company, now surveying 200 square miles of forest in the back woods of Canada. He received his primary education at the Remuera Board school, under the late headmaster, Mr. Heriot
• In 1908, he joined a British company surveying the back woods of Canada.

He subsequently served In various executive capacities for the Brown Corporation, the Hammer... Paper Company and the Brompton Pulp and Paper Company. 

Prominent in the pulp and paper industry in Canada for many years, Mr. de Carteret joined the Canadian International Paper Company in 1938 as vice-president and general manager. 

He became president of the, company in 1947 and held the post until being made chairman of the board In 1953. 

Mr. de Carteret took an active part In the affairs of the Canadian Pulp and Paper Association, serving as chairman of its executive board in 1947.

The Prime Minister announced the appointment today of Samuel Laurence deCarteret as Deputy Minister of National Defence for Air. 
Mr. deCarteret is vice-president and general manager of the Canadian International Paper Company. 
De Carteret Is New Air Deputy. OTTAWA, Feb. 3 [1941]

Prime Minister Mackenzie King today announced appointment of Samuel Laurence de Carteret, of Montreal and Quebec, as deputy minister of national defense for air. 

He will replace James S. Duncan, who relinquished his post Jan. 31 to assume the presidency of Massey - Harris company. 

The Prime Minister's statement said Mr. de Carteret had accepted the post at the "urgent request" of the government to assist in "effecting the rapid completion of the organization of the British Common wealth air training plan." 

Coincident with the Prime Minister's announcement, Air Minister Power announced the services of Brig. - Gen. Harold F. McDonald, chairman of the Canadian Pension Commission, had been made available as chief executive assistant to the air minister. Gen. McDonald will remain as chairman of the Canadian Pension commission and chairman of the general advisory committee on rehabilitation and demobilization. 

He is widely known in the newsprint industry and Is an executive of outstanding ability. 
His services have been made available to the Government through the good offices of the International Paper Company, whose president, Richard Cullen, is himself a Canadian. 

Mr. deCarteret has accepted the position of Deputy Minister of National Defence for Air at the urgent request of the Government in-order particularly to assist in effecting the rapid completion of the organization of the Air Training Plan. 
It is understood that Mr. deCarteret's services will continue for such time as the affairs of his company will permit. 
Mr. deCarteret was born In New Zealand, a descendant of a well known Jersey Island family.
