1605 after leaving Oxford University and attainig his majority he was elected a member of the Royal Court as a Jurat,1626 saw him taking the appointment of Baillif of Jersey,shortly to be Lt Govenor to Sir Thomas Jermyn this he held till his death in 1643.
William Prynne said of Phillip that he had ,”Procured scholarships and Felowships in Oxford for the islanders of Jersey,with sundry immunities both from England and France with reguard to trading”At the start of the Civil War peroid in England much cofuision among the principal persons his views being for the King not parliment,1642 while Phillip was in London,a number of islanders drew up against him some twenty two articles,sent to the House of Lords where he was summoned to answer,Prynne who he had befriended spoke for him,returning the compliment “Found him a real Friend ,Phillip returned to Jersey and to this means Prynne had secured for the Crown the island,thus dislodging the parliamentary party.Phillp made a proclamatin of his adherence to the royal cause,in March of 1643 things came to a head in the Court House in St Helier Phillip read the Commission from the King ,Michael Lempriere one of the Justices attempted to answer this with a missive from Parliament “countre-blast” Phillips armed escort prevented this by use of force,the news spread out among the populace and armed bands came to the town ,the states dissmissed and
Phillip went in to Elizabeth Castle and his wife and son Philip took charge of the defence of Mont Orguiel Castle his efforts to treat with those of parliament were of no avail ,rejected,the seige that they had imposed via the cause way denied resupply of food,”not a dog could stir out of place nor a friend enter”and to crown it all the failure of the “Beer Boat”as the garrision drank a hogshead a day must rank among the major hardships.

1643.March Seige starts .April Parliamentary committee in command of the island “Strange kind of war ,blockade,Phillip bombarded his enemies with Missiles from the Guns,Missives from his pen.the pen was even less a threat than the shot.which only managed to hit the church and a few chimney pots but broke no bones.committee more of a rabble than a army,indifferently armed undisciplined
mob.In May Phillip determined to see his wife in Mont Orguiel Castle and consult with her and the officers as to the defence of that place.some of his supporters and friends came to the castle to esscort him to and from Mont Orguiel ,as the enemie wanted him dead or alive.as they failed to catch him on the way out looked to catching their prey on his return ,by a simple plan of delaying his departure by a day they missed him yet again.The 14th of June a more exciting affair took place ,on recieving from the King a Proclamation Phillip required it to be read in the customary way in the market place,at the saturday market the place was filled with country folk, stalls set up goods and chattels in place.The Viscount began to read the Proclamation aloud and the crowed surged forward to hear it ,the Viscount ‘s escourt under a Captain Lane ,all mounted and armed,pistol and sword,sensing a riot prepared for the action,the crowed seeing this seized with panic broke and fled in sundry directions ,stalls ,benches, booths , merchandise,overturing one with another .Lane with his men also put spur to charger and galloped pell-mell for the Castle,leaving the Town in dissaray
